Rolling Meadow Ranch, Inc. — registered to Andrew Machata of Vero Beach — has submitted an application for an environmental permit to build the road extension as an 'offsite improvement' for the development. The project would require removing muck from the site and replacing it with clean fill, with the road elevated at least two feet above the seasonal high groundwater level. This is a standard requirement for areas with wetlands or near wetland elevations. The site’s wet soils and seasonal flooding present challenges that the developer must address in its plans.
The St. Johns Heritage Parkway already connects a new interchange on Interstate 95 to Babcock Street near Davis Lane, improving access to southeast Palm Bay. The road’s expansion would support further economic growth in the region, though the project has drawn attention due to its environmental impact. The district is evaluating the proposal, which includes 6.27 acres of 'impervious surface' — typically associated with roads and parking areas — and dry retention cells for stormwater management.
Machata, who owns multiple large ranches under the Rolling Meadow Ranch name in Florida, North Carolina, and California, has not yet commented on the permit request. The project’s approval would mark a significant shift in the area’s development, adding thousands of residents to Palm Bay’s population. The district’s decision could influence future infrastructure projects in Brevard County, where growth pressures are increasing.
