Titusville voters have narrowed the City Council races for Seat 1 and Seat 5 to two finalists each, with general-election runoffs set for November 3. Herman A. Cole and Elizabeth Baker will face off in the Seat 1 runoff, while Kayla Manning and Christopher Childs will compete for Seat 5. Unofficial results from Brevard County Supervisor of Elections show Cole leading Baker by a narrow margin in the initial election.
In the Seat 1 race, Cole received 2,646 votes (29.87%) and Baker got 2,512 votes (28.36%). Darcia Bair and John Dacko finished third and fourth with 2,044 and 1,656 votes respectively. For Seat 5, Manning secured 3,779 votes (43.05%) and Childs earned 3,236 votes (36.86%). David Hobart took 1,763 votes (20.08%) but did not advance.
The November 3 runoff will also determine the winner of Seat 3, where incumbent Megan Moscoso faces Tim Curtis. Titusville council members earn $12,022 annually for their four-year nonpartisan terms. Candidates are elected at-large, meaning voters across the city choose all candidates rather than selecting from geographic districts.
With all nine precincts reporting, the results highlight a competitive political landscape in Titusville. Cole and Baker will need to secure a majority of votes in the runoff to win Seat 1, while Manning and Childs will compete for the Seat 5 vacancy. The city's election process allows voters to directly influence council composition without district boundaries.
