Titusville voters have selected the final two candidates for City Council Seat 1 and 5, according to unofficial results from Brevard County Supervisor of Elections. The races, which had four candidates each, will now go to a November 3 runoff. In Seat 1, incumbent Vice Mayor Herman A. Cole and Elizabeth Baker will face off. Cole led with 29.87% of the vote (2,646 votes), while Baker had 28.36% (2,512 votes). Darcia Bair and John Dacko trailed with 23.08% and 18.69% respectively. For Seat 5, Kayla Manning and Christopher Childs advance. Manning secured 43.05% (3,779 votes), and Childs got 36.86% (3,236 votes). David Hobart finished third with 20.08% (1,763 votes). The runoff will also determine the winner of Seat 3, where incumbent Megan Moscoso faces Tim Curtis. City council members earn $12,022 annually for their four-year terms. Candidates are elected at-large, meaning all city voters choose candidates for every seat rather than voting within geographic districts. The results come as part of the broader 2026 election cycle, with final tallies expected once all precincts report. No other City Council races required runoffs. The November election will be the first opportunity for voters to decide these council seats since 2022.
