The city of Palm Bay fired Fire Rescue Lieutenant Kevin Plunkett on Aug. 28 after an internal investigation revealed he falsified clinical records tied to a paramedic program. A signed disciplinary memorandum obtained by WFTV shows Plunkett’s employment was ended following findings of misconduct during his time in the city-sponsored Eastern Florida State College Paramedic Program. The investigation began after Plunkett was dismissed from the program in 2023.
According to the memorandum, investigators found multiple issues with Plunkett’s records. These included falsified or inaccurate clinical documentation, unverified clinical hours, and logs with preceptor signatures that those individuals denied providing. There were also discrepancies in patient contact reports, with some incidents Plunkett allegedly did not participate in. He also accessed patient-care information from cases where he was not involved, and provided false information to the college about completing the program.
An administrative review following an Aug. 25 pre-disciplinary hearing concluded Plunkett had falsified clinical documentation and misrepresented his involvement in patient care. The city cited two dismissible offenses, including conduct that raised concerns about his ability to maintain public trust. Plunkett had the opportunity during the hearing to present evidence or explanations, but the memorandum notes his signature only confirms he received the document, not that he agreed with its findings.
Fire Chief Richard Stover said in a statement that the city expects all employees to uphold standards of integrity. The decision to terminate Plunkett’s employment was made after the investigation and review process. The termination is final but may be challenged through the grievance process outlined in the firefighters’ union contract. No further details about potential appeals were provided in the memorandum.
