Grimes County commissioners approved a 35-year tax abatement agreement with SpaceX on Wednesday, despite hours of negative public comments and a 4-1 vote. The decision allows the space company to build a chip manufacturing plant in the rural county northwest of Houston. The vote also created a reinvestment zone around the planned site. Precinct 2 Commissioner David Tullos opposed the measure, calling the process rushed and lacking negotiation. 'It hasn't felt like a negotiation. It's felt more like a capitulation,' Tullos said before the vote.
SpaceX plans to invest at least $5 billion in the county and create 1,800 jobs, according to the agreement. The company also said it intends to invest between $55 billion and $118 billion in the region over the coming years. In exchange, Grimes County will provide a tax break through a PILOT agreement, which allows companies to pay a reduced tax rate in exchange for job creation and capital investment. Mike Dixon, an outside attorney representing the county, explained the agreement during the meeting but did not specify the exact terms of the tax abatement.
The county's population is just over 34,000, according to the U.S. Census Bureau. The decision comes as SpaceX prepares for what is anticipated to be the largest initial public offering in history before year's end. County officials argued the investment would bring economic growth, but residents expressed concerns about the environmental impact and the speed of the process. Multiple community members spoke during the public comment period, with some calling the agreement a 'sellout' and others questioning the long-term benefits.
Commissioners voted separately on the tax abatement and the reinvestment zone. Tullos was the only vote against both measures. The agreement now moves to the county judge for final approval. SpaceX has not yet commented on the decision, but the company has previously stated its commitment to expanding manufacturing capabilities in Texas. The facility is expected to begin operations within the next few years, pending final approvals and permitting.
