Brevard County Faces Budget Crisis as Property Tax Amendment Heads to Vote

Brevard County officials warn that a proposed state amendment to reduce property taxes could leave the county facing a $150 million budget shortfall by 2027. The amendment, set for a November ballot, would lower the amount of property tax homesteaders pay, but county leaders say it would force painful cuts to essential services. County Manager Jim Liesenfelt and spokesman Don Walker confirmed the projection during a recent meeting with Florida Today, citing potential reductions in Parks & Recreation, libraries, and Mosquito Control programs. The fiscal year begins in October, and county staff are already working overtime to prepare for the uncertainty.

Liesenfelt emphasized that the county is focused on balancing the 2026-2027 budget, even as the amendment’s outcome remains unknown. “We told staff our first priority is to balance the coming budget because in November it’s up to the voters,” he said, holding a stack of documents detailing income and expenditures. If the amendment passes, changes would take effect Oct. 1, 2027, giving officials about a year to adjust. But with the county already facing a $40 million shortfall this year, the prospect of deeper cuts has employees scrambling.

The amendment is part of outgoing Gov. Ron DeSantis’s push to eliminate most property taxes for homeowners, a policy he has framed as a legacy issue alongside his “anti-woke” legislation. However, county leaders argue the plan ignores the impact on local services. Mosquito Control, for example, relies heavily on property tax revenue to combat diseases like Zika and dengue. Library funding could also shrink, limiting access to books and programs for children and seniors.

Walker noted that the county is exploring contingency plans, including potential fee increases and service reductions. “We’re not advocating for or against the amendment,” he said. “But we’re preparing for the worst-case scenario.” With voters set to decide the amendment’s fate in November, the debate over property taxes and local government funding shows no sign of slowing down.
